Step by step

Inspect whether the item supports Harmony refinement. Bound, mastery or special items can have different rules.

Review the option family for the item's type: a weapon and an armor piece do not have the same useful options.

Apply or refine through the current client route and inspect the resulting tooltip before investing again.

Check trade and removal restrictions if you intend to sell the item. Do this before adding an option that could change its handling.
What makes the difference
A refinement attempt can be random. Set a material budget and stop when the achieved option already solves your build's need.
